On March 18, FEC chairman Dr. Chihiro Kanagawa hosted a welcoming meeting at the State Guesthouse for H. E. Mr. Truong Tan Sang, President of Vietnam, who was on a state visit to Japan. 13 Vietnamese party and 9 FEC executives attended the meeting. FEC Chairman Kanagawa made a welcome speech,” Listening to President Sang’s wonderful speech in the Parliament today, we the Japanese received deep impression. FEC will continue to promote the private diplomatic activity for the better relations of Japan and Vietnam, therefore I would like to ask your guidance. We plan to dispatch the FEC delegation　to Vietnam this year also and would appreciate it if you could kindly receive them again.”

President Sang said, “ I appreciate your heart-warming welcome and am very happy to have an opportunity to meet my friends today. Last year was the 40th diplomatic anniversary of Japan–Viet Nam and both countries celebrated it with many events. I think FEC people made efforts to raise the opportunity of our friendship year further. Japan is an important partner for Viet Nam. Through the various occasion during my stay in Japan, we will look back upon and evaluate our strategic partnership and exchange opinions about the further future strengthening ties. We expect continuous economic and investment support from FEC members.　We especially appreciate Japanese investment from large, medium and small companies for development of supporting industries. Shin-Etsu Chemical Co., Ltd has been already operating in Viet Nam. We expect the new investment in rare earths field which both governments confirmed their cooperation for the　development .  Following the introduction of the members of Vietnamese delegation, the Japanese attendants introduced themselves and explained their Vietnam business. President Sang listened to their remark eagerly, taking a memo. In closing the meeting  Chairman Kanagawa and President Sang took a photograph and exchanged souvenirs.
